DIRECTOR OF ASSESSING
The Town of Hanover is looking for a collaborative, innovative, and community-oriented professional to become its next Director of Assessing. Qualifications and Attributes

Compensation and Benefits

REQUEST FOR PROPOSALS (RFP)
PROFESSIONAL ASSESSING SERVICES
Up to a Five-Year Contract Subject to annual town meeting appropriations
I. INTRODUCTION
The Director of Assessing for Hanover is retiring at the end of December, and the Town of Hanover is considering all options for assessing, including contracted services. The department comprises the Director, a field appraiser, and an assessing clerk.
The Town is seeking proposals from qualified firms or individuals to provide professional assessment services on an annual basis and contract with the Town for a minimum of three years. The services shall include supervising the field assessor, routine assessing, including Dartmouth College, cyclical property inspections, and annual updates.
II. SCOPE OF SERVICES
The selected contractor will serve as the Director of Assessing, reporting to the Town Manager or their designee, and provide the following services:
A. General Assessing Services (Annual)
Maintain and update property assessment data in compliance with NH RSA 75.
Prepare and submit annual MS-1 and associated forms to the NH Department of Revenue Administration (DRA).
Provide valuation recommendations and defend assessments before the Board of Land and Tax Appeals (BTLA) and Superior Court, as needed.
Meet with property owners to review and explain assessments.
Support the Town in abatement application review and recommendations.
Coordinate with the Town Clerk and other departments on deed transfers, current use applications, and property splits/merges.
B. Cyclical Property Inspections
Work with the field assessor to conduct cyclical inspections of at least 25% of all properties annually.
Ensure that 100% of all taxable parcels are physically reviewed at least once during the five-year contract period.
Maintain detailed records and documentation of all inspections in the Town’s CAMA system.
C. Technology and Reporting
Maintain assessment records in the Town’s CAMA system.
Ensure all digital records, sketches, and photos are updated and properly stored.
Provide the Town with updated property record cards and reports upon request.
D. Staffing and Availability
Provide at least one certified New Hampshire Assessor and NH Certified Property Assessor Supervisor for all valuation work.
Be available at Hanover Town Offices at least one day per week or as otherwise agreed upon.
Attend annual Town Meeting, budget hearings, and Selectboard meetings as requested.
III. PROPOSAL CONTENTS
Proposals should include the following:
Cover Letter – Summary of interest and qualifications.
Firm/Individual Profile – Description of experience, certifications, and similar municipal projects.
Personnel – Names, certifications, and roles of all individuals to be assigned to Hanover.
Approach and Work Plan – Description of how each task in the scope of services will be fulfilled.
References – Three recent municipal clients in New Hampshire.
Cost Proposal – Annual fee structure, broken down by service category (general assessing, cyclical inspections, revaluation), and a total five-year contract price.
IV. EVALUATION CRITERIA
Proposals will be evaluated based on the following:
Demonstrated experience in municipal assessing and NH revaluations
Qualifications of personnel
Understanding of scope and proposed methodology
Cost and value
References and prior performance

VI. TERMS AND CONDITIONS

WORK TENURE & HOURS:
This position is a full-time role available in the Assessing Department. In general, the regular work hours per week are 8:00 a.m. to 4:30 p.m. Monday through Friday. However, hours may vary depending upon needs of the municipality, or meetings with property owners. Attendance at Town of Essex Selectboard and Essex Junction City Council meetings as required, in addition to Town Board of Civil Authority and Board of Abatement and City Board of Civil Authority and Board of Abatement meetings as required.
OBJECTIVE/PURPOSE:
This position is responsible for assisting with the Town and City’s property tax assessment functions and valuation of all real property. The position serves as the first point of contact for the public. In addition, this position is responsible for assisting with producing the Town and City annual Grand List Books. Performs all other technical and administrative work as needed.
ESSENTIAL FUNCTIONS:
Following is a list of the more common duties and responsibilities attributable to this position. This list for both the Town and City is not all-inclusive and may be amended from time to time as circumstances may dictate.
Performs property inspections as needed and collects data of all types of properties.
Performs market, cost, and income analysis; reviews values on real property to determine assessment.
Inputs and revises data in the Computer Assisted Mass Appraisal (CAMA) system, tax billing software, and State of Vermont Grand List software.
· Assists with updating ownership information based on recorded/filed property transfer tax returns, mailing address requests, and name change requests.
· Assists in the annual report for qualified Veterans from the State to ensure exemptions are correct and input for preparation for the tax billing systems.
· Assists with Qualified Housing and Subsidized Housing exemptions, in addition to Current Use Program to ensure all exemptions are correct and accurate.
· Assists with annual Homestead Declaration downloads from the State into the billing systems to prepare for tax billing.
Answers questions from property owners and members of the banking, legal, title searching, real estate, assessment, and development communities.
Assists in ensuring completion of the Grand Lists, notifying taxpayers of changes to their assessment and hearing any resulting grievances.
Assists in the grievance meetings with the Assessor.
Assist with the annual Equalization Study with the State of VT Tax Department
Assists in the preparation for and testify at Board of Civil Authority hearings, State Appeals Board hearings, and as an expert witness in court appeals.
Assists with the preparation of Tax Stabilization Agreements as it pertains to assessed values.
Additional duties as required or assigned.

Assessing Administrator
The Town of Enfield, NH, is seeking a detail-oriented and customer-focused individual to join our team as a full-time (40 hours/week) Assessing Administrator. GENERAL STATEMENT OF DUTIES:
Locates, identifies, performs data collection, values and reviews nonresidential real property as assigned by the Assessor Chair for the purpose of taxation; field qualifies sales; analyzes income and expense data; performs directly related work as requires. Maintains review work according to International Association of Assessing Officials and State Department of Revenue Administration Standards. Performs directly related work as required.
DISTINGUISHING FEATURES OF THE CLASS:
The principal function of an employee in this class is to assist the Assessor’s office in ensuring professional standards are applied to property assessment procedures, consistent with International Association of Assessing Officials (IAAO), NH Department of Revenue Administration (DRA) and NH Assessing Standards Board (ASB) standards, rules and regulations. The work is performed under the direction and supervision of the Assessor Chair but extensive leeway is granted for the exercise of independent judgement and initiative. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with other City employees and requires good interpersonal skills in dealing with taxpayers and the public. The principal duties of this class are performed in both in a general office environment and at various field sites throughout the City.
EXAMPLES OF ESSENTIAL WORK:
Performs field measurements, inspections, values and review primarily nonresidential properties, i.e.; commercial, industrial buildings, multi-family, and special purpose real estate, including but not limited to updating records with the aid of computer assisted mass appraisal system (CAMA) into City Valuation system and submits work to Assessor Chair for final review and valuation. Appraisals performed may be utilized for tax appeals and/or Superior Court;
Maintains and updates various assessment records in accordance with state statutes, regulations, IAAO, DRA and ASB standards and generally accepted practices and policies of the Board of Assessors;
Reviews and maintains City digital database using electronic camera and computer;
Investigates complaints/problems and furnishes information of a technical nature to Chief Assessor and/or Board of Assessors for resolution;
Analyzes current citywide and site-specific Income and Expense data and capitalization rates in conjunction with revaluation data;
Assists in sales qualification, utilized in revaluation updates and sales ratio analysis for City and State Equalization process;

Works in conjunction with the Deputy City Solicitor and Chairman of the Board of Assessors to prepare the Appraiser's testimony and discuss relevant valuation issues for scheduled hearings;
Attends classes to meet continuing education requirements set by the State of NH Department of Revenue, and the various designations held;
Produces written appraisal reports for the City of Manchester for non-assessing purposes including property to be sold and acquired by the City and commercial property subject to tax liens;
Assembles and maintains a database of published market studies, sourced largely from national commercial real estate brokerage and appraisal companies;
Provides guidance and demonstrations to new employees in similar positions;
Keeps supervisors informed of work progress, issues, and potential solutions;
Attends meetings and training to stay current on relevant practices and developments;
Responds to citizen inquiries courteously and promptly;
Coordinates regularly with others to enhance interdepartmental efficiency; and
Performs additional duties as required by the classification.
REQUIRED KNOWLEDGE SKILLS AND ABILITIES:
Comprehensive knowledge of the procedures, methods and building techniques used in the construction of residential, and in particular, commercial and industrial buildings;
Working knowledge of Computer Assisted Mass Appraisal systems (CAMA);

ACCEPTABLE EXPERIENCE AND TRAINING:

REQUIRED SPECIAL QUALIFICATIONS:
Designation as a Department of Revenue Administration (DRA) Certified New Hampshire Assessor or an equivalent certification from another jurisdiction;
Designation as a Certified New Hampshire Assessor (CNHA) and/or State Certified General Real Estate Appraiser (NHCG);
Individuals certified from another jurisdiction must obtain NH certifications within one year of employment (Note: Failure to acquire NH certifications will result in termination);

The Town of Conway, NH seeks qualified applicants for the position of Chief Assessor to perform professional, administrative and technical work in managing the operations of the Assessing Department and in the appraisal of townwide property in accordance with NH State Statutes and Town regulations. This position may be full-time or part-time and offers a flexible work schedule depending on the needs of the Town and a successful applicant. Candidates for this position should have experience in appraising residential, commercial, industrial and utility properties; a working knowledge of statutory requirements relating to taxation, abatements and appeals procedures; expertise with DRA reporting requirements and five years of progressive responsibility in assessing and valuation with supervisory experience. While preference may be given to candidates able to accommodate all of the Town’s assessing needs, it is encouraged for those able to complete a certain function or set of services to also apply, such as addressing commercial assessing needs. Job Summary This position is responsible for overseeing property valuations, inspections, subdivisions, land values, records, statistics and reports in accordance with NH State Statutes and Town regulations. They manage a staff of two full time and one part time employee. The individual works under the direct supervision of the Town Manager and advises the Select Board in assessing matters.
Duties and Responsibilities:
· Inspects, appraises and assesses all properties including commercial, industrial, residential and utilities.
· Accurately defines and determines property values using any combination of complex appraising techniques.
· Generates current fair market values for subdivisions, lot mergers and lot un-mergers.
· Performs and/or oversee inspections of properties to meet requirements of the Town’s Cycle Inspection Program.
· Performs accounting and auditing procedures related to assessments. Correlates data and completes final assessed value reports.
· Maintains and updates tables in the Town’s CAMA system (transitioning from Univers to Vision commencing late 2025) as appropriate.

· Maintains an ongoing positive working relationship with the DRA. Ensures that the Town is in compliance with the State’s certification requirements.
· Ensures the Town’s maps are updated on an annual basis at minimum.

· Prepares appraisals and all documentation for cases to be tried before the Board of Tax and Land Appeals and Superior Court. Works with Town Counsel to resolve litigation.
· Ensures departmental documentation is handled with appropriate levels of confidentiality.
· Performs similar or related work as required, directed or as situation dictates.
Knowledge, Skills and Abilities:
· Ability to establish and maintain effective relationships with other Town department staff, subordinates and the public
• Must be detail oriented, have good organizational and time management skills.
• Ability to communicate effectively both orally and in writing.
• Proficient computer skills in the use of Microsoft Office, GIS and CAMA systems
Minimum Qualifications Desired
Certified New Hampshire Assessor Supervisor
Experience in appraising residential, commercial, industrial and utility properties
Experience with CAMA systems
Minimum of 5 years municipal assessing experience
College degree preferred
Valid drivers license required

Full-time employment openingIn accordance with the Personnel Policy for the Town of Seabrook, Section I, E. Promotion, and the Collective Bargaining Agreement between the town and the Seabrook Supervisory Employees Association, applications are being accepted for the position of full-time assessor.
REQUIRED EDUCATION OR EXPERIENCE:
- College degree preferred.
- Certified New Hampshire Assessor (or ability to obtain within 3 months).
- Certified with the State of New Hampshire as an Appraiser Supervisor (or ability to obtain within 3 months).
- New Hampshire Certified General Appraiser preferred.
- Minimum of 5 years municipal assessing experience desired.
- Mass appraisal experience appraising residential, commercial and industrial property.
- Experience with CAMA systems, Vision preferred.
- Experience appraising electric power plants and/or utility property.
- Administers and maintains the records of the Town’s Assessing Office, including assessment of all property, and listing and issuing warrants for collection of taxes.
- Oversees and completes a five year rolling revaluation.
HOURS: 40 hours – salaried position.
SALARY: $72,519 to $84,194
