Interested in becoming a (CNHA)? The Association encourages all those in
the New Hampshire assessing profession to work towards and obtain this
most valuable and recognized Certification. Here's what's needed to
qualify:
CERTIFIED NEW HAMPSHIRE ASSESSOR MINIMUM QUALIFICATIONS
A. Approved by the State of New Hampshire Department of Revenue
Administration (DRA) as a DRA Certified Property Assessor See New
Hampshire Asb 303.04 (below) DRA Certified Property Assessor
a. All of the requirements for a DRA Certified
Property Assessor shall be:
1. All of the requirements for a DRA certified
property assessor assistant, in accordance with Asb 303.03 (see B
below);
2. Completion, with documentation, of all requirements of an appraisal
course or courses covering the capitalization of income to determine
value by the income approach, offered by, but not limited to those
listed in Asb 301.01;
3. At least four (4) years of experience in the appraisal of various
types of real estate, one year of which is in revaluation
B. Asb 303.03 Requirements to be a DRA Certified
Property Assessor Assistant
a. The requirements to be a DRA certified property
assessor assistant shall be:
1. All of the requirements for a DRA certified
building measure
2. Completion, with documentation, of all requirements of a course
focusing on the basic function of the appraisal process and appraisal
theories offered by, but not limited to, those entities listed in Asb
301.01 (a)(1) through (a)(10);
3. At least two years of experience:
a. Assisting with property appraisals, or
b. In a similar field, such as real estate brokerage, which provides
experience in applying the basic knowledge of property values and
appraisal theories; and
4. Familiarity with common building construction
for: the quality of construction, the approximate age of the
structure, foundation, basement area, insulation, roofing, flooring,
exterior cover, interior finish, fireplaces, heating and air
conditioning systems, solar collectors, plumbing and plumbing
fixtures, tiling, electric service, the number of rooms or bedrooms,
sprinkler systems, elevators, and any other structural features which
would influence value.
C. Must have successful completion of:
a. Appraisal course on the mass appraisal of property
(example – IAAO 300 Courses)
b. The NHAAO/DRA State Statutes Course (adopted 9/1/01)
c. The initial 15-hour Uniform Standards of Professional Appraisal
Practice (USPAP) Course (adopted 9/01/01)
D. Application for certification must be accompanied by
documentation of work experience and successful completion of required
courses.
E. Must be a regular or associate member in good
standing with the NHAAO
F. Application fee of $100 is required before the exam
can be taken
G. Exam must be proctored by a Certified New Hampshire
Assessor (CNHA)
H. Applicant must receive a minimum grade of 70 (the
grade is confidential between examinee and grader). Exam is on a pass/fail
basis.
I. Once certified, a minimum of 50 hours of continuing
education must be maintained on a five-year time frame, as required by
Asb305.01. The Certification Committee will determine any questions
regarding acceptability of other courses. Documentation of attendance at a
USPAP (initial or update) course once every five years as required for
recertification (see Asb 305.1).
1 hour = 1 credit
NHAAO monthly meeting with speaker equals one-hour
credit for speaker attendance.
J. Recertification will occur every 5 years and is
required to maintain active status of the certification. As noted above in
“I”, 50 credit hours are required for recertification. The recertification
maintenance fee of $25.00 (effective as of 1/1/93) is due prior to
issuance of the recertification date seal.
